For students, between classes. U of T campus.
Ryerson
The portion of Victoria Street on the campus has the most traffic within the university; focus efforts on this little part of the campus. As a bonus, Eaton Centre and Dundas Square, extremely high traffic areas, are right next door. Ryerson University campus.
York U
Flyers will be put up in the halls of Ross and Curtis Lecture Hall buildings.
Fake $20 bills photoshopped to give information about Scientology will be dropped in random locations around campus, specifically in front of Tim Hortons in the TEL Building, Tim Hortons in the Central Square of the Ross Building, Falafel Hut in York Lanes, and various other food and retail stores in the Student Centre Food Court, York Lanes, and Central Square.

Seneca College also has some Scientologists. Would be good to pass out leaflets there too. Scientology costs $$$ that could be spent on a real religion ($0) and college ($$$).

Scientology claims that homosexuality is a disease that can be cured (with vitamins). I doubt that members of the village are happy that their sexuality is referred to as a "disease".
